for Science and Culture in Ulaanbaatar on November 1, 2011. These Days became one of key celebrating activities
of the 90th anniversary of diplomatic relations between Russia and Mongolia. Mr. Victor V. Samoilenko,

Mongolian cosmonaut, President of the Union of Mongolian friendship societies, delivered salutatory remarks.
On October 28, 2011 the Ministry of Foreign Affairs and Trade of Mongolia organized an international
scientific conference on “Russian-Mongolian relations: history and modern times”. The conference was held in the
framework of the 90th anniversary of the diplomatic relations between Russia and Mongolia. The event was
cosponsored by the Institute of International Studies of the Academy of Sciences of Mongolia and MFAT of Mongolia.

On February, 11th, 2009 in the Embassy of the Russian Federation the reception on the occasion of the Day of the diplomat of the Russian Federation was held. The vice-speaker of the Great State Hural of Mongolia N.Enkhbold, the deputy
minister of foreign affairs and trade B.Bolor, seniors of the Ministry of Foreign Affairs of Mongolia and also veterans of the Mongolian diplomatic corps were invited. The Ambassador noted strengthening of the Russian diplomacy’s role on the
international scene and underlined the importance of close interaction of the Russian and Mongolian diplomats for the development of relations between our two countries.
On February, 2-4th, 2009 upon the invitation of the President of Mongolia N.Enkhbayar official visit of the President of Republic Kalmykia, K.Iljumzhinov to Ulaanbaatar took place. During the visit several documents on cooperation between
Kalmykia and Mongolia were signed. In particular, the chairman of the government of Kalmykia V.B.Sengleev and the minister of environment and tourism of Mongolia L.Gansukh signed the intergovernmental Treaty «On cooperation in tourist sphere».
According to this treaty, after the preliminary arrangement with the Kalmyk side, there will be created tourist bases not far from Elista. Also on the threshold of 400-year-old anniversary of voluntary affiliation of Kalmykia into Russia a
familiarizing horse expedition on a route of "silk way” Ulaanbaatar - Elista is planned to be organized. The Minister of education, culture and science of Mongolia Y.Otgonbayar and K.Iljumzhinov agreed to realize the Program of chess sport
development in Mongolia. Parties intend to provide spadework on realization of the Program till 1st of September of current year.
K.Iljumzhinov visited the Mongolian Buddhist centre - monastery Gandantegchinlen, met hamba-llama D.Chojzhamts. During the meeting with representatives of the Mongolian Chess Federation the head of Kalmykia promised to help to construct a Chess
palace in Ulaanbaatar. The Mongolian side expressed gratitude to K.Iljumzhinov for assistance in decision of the question on the organization in 2010 in Mongolia the world championship of chess players «Grand Prix».
«Russia-Mongolia: history, the present, cooperation prospects» was a theme of the scientific-practical conference hold on December, 18th, 2008 in the Embassy of the Russian Federation in Mongolia. The Embassy and Association of Russian
compatriots were initiators of this conference.
Celebration of the 30th anniversary of "Erdenet" was held on December, 13th, 2008.

Mongolia T.Togo, the Extraordinary and Plenipotentiary Ambassador of the Russian Federation in Mongolia B.A.Govorin, heads of diplomatic missions of many countries and the military attaches accredited in Mongolia attended the opening ceremony.
Ceremony of transfer of two unique archaeological collections from Institute of archeology and ethnography of the Siberian branch of the Russian Academy of Sciences to the Mongolian party took place on November, 7th, 2008 in the Embassy of
the Russian Federation. The President of Mongolia N.Enkhbayar, the president of Mongolian Academy of sciences B.Chadra, well-known scientists-archeologists of two countries participated in this ceremony.
The reception devoted to the state holiday of the Russian Federation – the Day of national unity, and also to the 87th anniversary of the establishment of diplomatic relations between Mongolia and the Russian Federation, took place in
the Embassy of the Russian Federation on November, 4th. The prime minister of Mongolia S.Bayar, the Minister of Defense Lu.Bold, vice-speaker of the Great State Hural N.Enkhbold, members of the parliament, the first president of
Mongolia P.Ochirbat, the first deputy of the chief of the Joint Staff of Armed Forces of the Russian Federation A.G.Burutin, heads of the Mongolian friendship organizations, representatives of the joint Russian-Mongolian enterprises, scientific and
country public organizations attended the event.
On November, 3rd the traditional 48th Month of the Russian-Mongolian friendship finished with the big celebratory performance of the State theatre of national cultures «Transbaikalian patterns». Within the limits of its program
numerous exhibitions, seminars, scientific-practical conferences, meetings of graduates of the Russian high schools, performances of the Russian and Mongolian creative collectives were organized in Ulaanbaatar, Darkhan, Erdenet, Choir, Baganur.
The solemn opening of the memorial complex of G.K.Zhukov after radical reconstruction which took place on November, 3rd in Ulaanbaatar became an important stage of preparation for celebrating the 70th anniversary of
the victory on the Khalkhin-Gol.

On September, 3rd Ambassador Extraordinary and Plenipotentiary of the Russian Federation in Mongolia B.A.Govorin arranged press conference for representatives of local and foreign mass-media. In the speech he told in details about decisions of the Russian Federation government, made in connection with Georgian-South Osetian and Georgian-Abkhazian conflicts.
On September, 2nd Ambassador Extraordinary and Plenipotentiary of the Russian Federation B.A.Govorin visited Central aimak of Mongolia with a working trip.
The working meeting with the governor T.Enhbat and representatives of administration was held. Actual questions of the Russian-Mongolian relations, a current state and prospects of regional cooperation, in particular, Central aimak’s with the Russian regions were discussed. The ambassador also familiarized with an economic and social situation of aimak, visited the Vocational training center in Zuunmod (administrative centre), and examined a hothouse constructed by means of a province Kangvon (Republic Korea). Following the results of the trip B.A.Govorin gave interview to local mass-media.
On May, 21st an official visit of the Minister of Defense of the Russian Federation A.E.Serdjukov to Mongolia took place. He was accompanied by the chief of arms of Armed forces, the deputy minister of defense general N.E.Makarov, the chief of Central administrative board on the international military cooperation the lieutenant general V.B.Fedorov and the head of department of external relations the major general V.N.Chernov.
From May, 13 till May, 16 the exhibition «Business without borders» was held in the Russian centre of science and culture. It became an original presentation of high schools and technical schools of the Irkutsk region. 22 educational institutions from Siberian region presented educational programs and services among which were 7 leading Irkutsk universities offering training on perspective professions according to progressive development of new technologies and branches, for example, such as – nanotechnology.
Within the limits of the exhibition rectors of Irkutsk high schools met the Mongolian colleagues, Minister of Education, sciences and culture. During the conversations they discussed interuniversity cooperation, expansion of interaction in an education sphere.
Mongols are familiar with higher educational institutions of Irkutsk, as in them the considerable quantity of students from Mongolia was trained. Many of them became outstanding political and public figures, scientists, teachers respected in the country.
On May, 13th of this year in the Russian centre of science and culture the meeting of the Mongolian graduates of Irkutsk high schools took place. Representatives of different generations participated in it. Their meetings with the former teachers which had arrived from Irkutsk to Ulan Bator on this action became warm and joyful.
On the occasion of 63rd anniversary of the Great Victory on May, 8th employees of the Embassy of Russia in Mongolia led by Ambassador B.A.Govorin assigned wreaths to a memorial to the Soviet soldiers on Zaisan and to a monument to marshal G.K.Zhukov. Minister of Defense Z.Bathujaag, the chief of Joint Staff VS T.Togo, other Mongolian military leaders, the space pilot, a member of the Great State Hural Z.Gurragcha, and also military attaches of diplomatic representatives in Ulan Bator, the veterans of the Great Patriotic War living in Mongolia took part in the ceremony.
In orthodox parish in the Mongolian capital public prayer on victims on fields of the past battles was made.
In the evening in the Embassy of the Russian Federation reception on the occasion of a Victory Day was arranged.
On May, 7th in the Russian centre of science and culture in Ulan Bator concert devoted to 63rd anniversary of a Victory Day took place. The veterans who gathered in a hall of war, the Mongolian and Russian citizens, and representatives of public organizations were welcomed by the Ambassador B.A.Govorin, the chief of Joint Staff VS of Mongolia T.Togo.
From April, 7th till April, 30th the V Moscow contest on Russian, physics and mathematics was held in Mongolia. About 5 thousand graduates of comprehensive schools of Orhonsky, Hubsugulsky, Bulgansky, Arhangajsky aimaks and also of capital took part in it. 63 persons have been admitted to final tests. On April, 30th in the Embassy of the Russian Federation summing up the results of the Contest and awarding ceremony of winners took place.
On April, 21 - 24th under the invitation of the Chairman of the Great State Hural of Mongolia D.Lundezhantsan the delegation of Legislative Assembly of the Irkutsk region led by its chairman V.K.Kruglov came to Ulan-Bator. It has been received by vice-speaker of GSH, the head of inter-parliamentary group "Russia-Mongolia" D.Idevhten, the secretary general of the Mongolian parliament secretariat N.Luvsanzhav, and also by the minister of the industry and trade of Mongolia H.Naranhu.
On 5th of March Ambassador B.A.Govorin gave an interview to the one of the leading TV channels of Mongolia – UBS, concerning the President elections in Russia. He underlined that the overwhelming majority of votes given to D.A.Medvedev showed that Russian people support the policy of President V.V.Putin. Speaking about bilateral relations of Russia and Mongolia, he stressed, that the visit of S.Bayar to Moscow will open a new era in cooperation of two countries.
On 2nd of March Russian citizens domiciled in Mongolia and also those who work here took part in the elections of the President of the Russian Federation. Polling places, where 1870 Russian citizens gave their votes, were organized in Ulaanbaatar, Darkhan, Erdenet, Bor-Undur and Zaamar. The results of the elections held in Mongolia were as follows: D.A. Medvedev – 78,6%, G.A. Zyuganov – 10,5%, V.V.Zhirinovskiy– 7,5%, A.V.Bogdanov – 2,2%.
On 26th of February Ambassador B.A.Govorin had a meeting with Russian citizens studying in the branch of the G.V.Plekhanov Economic Academy in Ulaanbaatar. At the meeting he paid a special attention to the necessity for all Russian citizens to attend polling places at the day of the President elections.
On 22nd of February an opening ceremony of the USSR Marshal G.K.Zhukov museum was held. A delegation of the General Staff of the Armed Forces of the Russian Federation consisting of general of army M.A.Moiseev and two veterans of Khalkhin-Gol events participated in the ceremony. Minister of Defense of Mongolia Zh.Batkhuyag, Ambassador B.A.Govorin and Embassy stuff were also present there. Ambassador underlined, that the opening of the museum after the reconstruction is a part of a full scale program of the celebration of the Khalhin-Gol events’ 70-th anniversary. Deputy minister of defense S.Basankhuu expressed his sincere gratitude towards the Embassy of Russia, “Basic Element” and “Oros baishin” companies for the reconstruction of the museum, where common Mongolian and Russian citizens can see a real example of tight cooperation of our two countries. The ceremony of helding over the museum was held on 26th of December.
Upon the invitation of the Head of the State Security Counsil of Mongolia P.Sundev, acting Secretary of the State Security Counsil of Russia V.A.Sobolev payed an official visit to Mongolia on 17-21 of February. Colonel General V.A.Sobolev had a meeting with President N.Enkhbayar, Prime-minister S.Bayar, the head of the Russian-Mongolian Intergovernmental commission, minister of industry and trade Kh.Naranhuu, minister of foreign relations S.Oyun, minister of justice and internal affairs Ts.Munkh-Orgil, minister of defense Zh.Batkhuyag, minister of food and agriculture Ts.Gankhuyag. During those meetings the whole specter of Russian-Mongolian relations, new global threats and challenges, situation in North-East Asian region and many other issues were discussed.
In the eve of Tsagaan Sar (a lunar new year), 1st of February, the first consignment of flour from Russia (30 carriages) came to Ulaanbaatar. This was a part of 15000 tons of flour, provided to Mongolia according to the contract between Novosibirsk Flour Complex and Agriculture development fund of Mongolia. That contract was a real fulfillment of agreements achieved on December 07, 2007 during the meeting of the two Heads of Russian-Mongolian intergovernmental commission – minister of agriculture of the Russian Federation A.V.Gordeev and minister of industry and trade of Mongolia Kh.Narankhuu.
On 30th of January, Ambassador B.A.Govorin had a meeting with the members of the Coordination Counsil of the Russian citizens in Mongolia. The agenda of the meting consisted of the following issues: plans for the current year, organization of the Conference of the Russian citizens, domiciled in Asian-Pacific region, recommendation for the participation in the III World Congress of Russian citizens abroad.
Upon the invitation of the minister of industry and trade of Mongolia Kh.Narankhuu President of Republic of Buryatia V.V.Nagovitsyn paid a visit to Ulaanbaatar. A delegation, consisting of buryatian ministers, parliamentarians and businessmen, was received by President N.Enkhbayar and Prime minister S.Bayar. The visit resulted in agreement between Trade and Commercial chambers and Plan of actions on 2008 year.
On 15th of January a 15th Anniversary of signing the Friendly relations and cooperation Treaty between Russia and Mongolia was celebrated in the Ministry of foreign affairs of Mongolia. In the context of that event a press conference and a reception was organized.
At the New Year eve at the instance of chief Mongolian TV channels the Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Mongolia, B.A.Govorin addressed his welcome speech to Mongolian nation.
He underlined that “2007 year was full of significant events in the bilateral relationships of our two states. Presidents of our two countries, V.V.Putin and N.Enkhbayar, permanently kept in touch, shared their opinions on the key questions of the bilateral cooperation.
We managed to make a reality of social and economical development programs, to provide industrial growth and to solve many social problems. The visit of minister of foreign affairs of Mongolia, N.Enkhbold, to Moscow in the whole and his talks with minister of foreign affairs of the Russian Federation, S.V.Lavrov, were very successful. The Head of the Council of Federation S.M.Mironov paid an official visit to Mongolia in May. Moreover the Protocol of the cooperation between the Administration of Presidents of two countries was signed this year. Undoubtedly, Russian-Mongolian business forum, held in Ulaanbaatar on December 7-8, became one of the large-scaled events of the great importance. The participants – the representatives of Russian and Mongolian companies came to the conclusion of expediency to extend and develop trade and economical relations that would provide new prospects for bilateral cooperation.

On December 25th the Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Mongolia met the Speaker of the Mongolian Parliament D.Lundeejantsan. They discussed the results of Russian-Mongolian cooperation in 2007 year and expressed confidence in the fact that comming year would become a new period of realization of the agreements reached earlier between two countries. Sides emphasized the importance of visits of the senior officials and activities in the economical and foreign policy spheres.
B.A.Govorin informed the head of the State Great Hural about the decision of the Russian part to render assistance to Mongolia, providing with grain, flour and fuel and lubricants on concessionary terms.
On December 7-8 the first Russian-Mongolian business forum was held in Ulaanbaatar under the aegis of the Mongolian President, N.Enkhbayar. It was called upon to increase the level of mutual understanding between businessmen and to develop relationship of strategic partnership. 348 delegates took part in the forum, which was organized by “All-Russia International Exhibition Centre” with the financial support of Llc. “Gasprombank”,
In the welcome speech N.Enkhbayar said that this forum became a platform for business negotiations. Working interaction between businessmen, enterprisers’ owners in particular, underlined the President, allows efficiently develop trade and economic cooperation, make investments and change the ideas and experience.
Special representative of the Russian President, Minister of Agriculture, A.V.Gordeev, read the testimonial of the President which emphasized the importance of this event for political, business and social life.
During the forum 4 plenary sessions were held, including: «Actual issues on foreign-economic cooperation in border regions», «Russian investment in Mongolian mining and metallurgy», «Cooperation in the fuel and energy sectors», «The current situation and the prospects of development of Mongolian infrastructure».
In the context of the forum on December, 7th the meeting of co-chairmen of the Russian-Mongolian Intergovernmental Commission of economical, trade, scientific and technical cooperation, meeting of the Mongolian President with the President of the Republic of Buryatiya and Prime-minister of the Republic of Tatarstan were held.
On the results of the discussions key directions of bilateral relations’ further development were defined and recommendations for governments were worked out:
- to support mutual investments, including such spheres as mining, transport and power industry, to organize structural interaction between investors, authorities and investors of the third countries;
- to speed up coordination of the documents which are necessary for returning to visa free regime of mutual trips of the Russians and Mongolians.
- to pay special attention to development of transport infrastructure –modernization of the roads, customs supervision stations, infrastructure of railway, automobile and aviation transport;
- to consider the opportunity to reduce customs and other barriers for importing goods, taking into account disbalance in the commodity circulation of the two countries;
- to make extra efforts to develop special economic zones;
- to promote the development of mutually beneficial cooperation between financial structures of Russia and Mongolia, including financing of agricultural sector and projects financing;
- to activate discussion of questions about cooperation in Mongolian uranium mining sector between “RosAtom”, Russian strategic investors and Mongolian Government.
All the participants agreed to hold Russian-Mongolian business forum on the regular basis.
On December 6-9 the Russian book exhibition was held in the Russian Culture and Science Center during the forum. 4,5 thousands books from famous publishers, such as “Azbuka”, “Olma Press” were exhibited.
On December, 5th in the Ministry of foreign affairs of Mongolia the press conference of the Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Mongolia, B.A.Govorin, to representatives of Mongolian mass media was organized. It was devoted to Russian-Mongolian business forum and organized on the initiative of MFA of Mongolia. The ambassador told in details the history of relations between two countries, underlined importance of forthcoming event for intensifying trade, economical and investment mutual cooperation. B.A.Govorin informed that not only representatives of governmental structures and agencies but also state and private companies from both sides would participate in this forum. Russian delegation would be led by the Minister of Agriculture and special representative of the President of the Russian Federation on trade, economical and investment cooperation and co-chairman of the Russian-Mongolian intergovernmental commission,
On December, 2nd the elections to the State Duma of the Russian Federation were held. There were 5 polling places in Mongolia – in the school .14, in Erdenet, Darkhan, Zamar, Bor-Undur.
On November 24th 1st conference of the Russian citizens, permanently living in Mongolia, was organized in the school .14 (attached to the Embassy of the Russian Federation). 100 delegates, including those from Darkhan and Erdenet. Diplomats from the Embassy, representatives of Mongolian competent authorities came out with reports on actual questions, concerned with our nationals in Mongolia.
Delegates from Regional conference of compatriots in Asian-Pacific region, recently organized in Beijing informed about the results of this conference.
It was agreed to hold the next conference in March 2008.
On November 8-11 the Days of Ulaanbaatar were organized in Moscow. At the first day mayors of two capitals carried out a meeting and discussed mutual cooperation in such spheres as house-building, water supply, recycling of wastes. Mayor of Ulaanbaatar, Ts.Batbayar expressed his interest in extension of quota for Mongolian students for studying in Russian institutes of higher education and in cooperation with Moscow government in house-building, transport, establishing of school building, joint cement enterprise, mini power station, joint clinic and renovation of infrastructure. Yu.M.Lujkov announced about readiness to admit 5 Mongolian students and give them his nominal scholarships, to arrange with Russian banks about extension of credits on renovation of trolleybus depot in Ulaanbaatar on low interest. He promised to help in preparation of general plan of Mongolian capital, in establishment of Russian clinic and opening of Moscow informational center in
In the context of this festival gala concert of Mongolian artists and light industry products’ fair were held in the Russian capital.
On November 8 the reception, devoted to the conclusion of the Month of Russian-Mongolian friendship, was given in the Embassy of the Russian federation in Mongolia. Deputy minister of foreign affairs Ts.Tsolmon, the first ex-president of Mongolia P.Ochirbat, the governing body and activists of the Friendship community ‘Mongolia-Russia’ and the Union of Mongolian friendship communities, outstanding political and social figures, businessmen and mass media representatives.
On November 7 the closing ceremony of the 47th Month of Russian-Mongolian friendship was held in the Russian centre of science and culture. Rewarding ceremony and performance of the winners and laureates of competition “The main songs about the main things” was continued by joint concerts of Russian and Mongolian artists.
On October 24-27 in the context of the Month of Russian- Mongolian friendship Moscow Days were held Ulaanbaatar. Activities included a variety of meetings, concerts, exhibitions, seminars. The gathering of Mongolian graduates from Moscow institutes of different generations demonstrated the intensity and vital force of the friendship between two nations.
Moreover, the launching of the first trolleybus, assembled in Ulaanbaatar became the start point of the renovating process of the trolleybus depot.
The Russian Movie Days opened in the Cultural Palace of the Capital city on October 17th, 2007, on the occasion of the 47th Russian-Mongolian Friendship Month. Public representatives of Mongolia including representatives of friendship organizations and delegation of Russian movie actors attended the opening ceremony.
The Ambassador of the Russian Federation to Mongolia, H.E.Mr.B.A.Govorin, had an opening remark at the ceremony. The Ambassador noted that during all the past years the Russian Movie Days was an important component of the Friendship Months. Many famous Russian actors became honorable guests at the remote Mongolian aimags. This time, the Russian Movie Days are celebrated not only in the capital city, but also in Darkhan and Erdenet cities that obviously is a fine example of successful implementation of aims and purposes of bilateral cooperation. Furthermore, he pointed that the Russian movies in Mongolian movie theaters were a proof that people of our two countries would like to further strengthen close cultural relations and cooperation that coincide good neighboring, traditional and friendly relations between Russia and Mongolia.
The opening ceremony of the 47th Russian Friendship Month took place at the Russian Culture and Science Center on October 11, 2007. On the occasion of the event, the representatives of the Mongolian Government, representatives of Mongolia-Russia joint ventures, heads of diplomatic missions, veterans gathered at the Russian Cultural and Science Center. The Ambassador H.E. Mr. B.A.Govorin, the Vice President of the Mongolian Union of Friendship Societies D.Tsogzolmaa and the President of “Mongolian-Russian” Friendship Society Kh.Badamsuren made a speech at the ceremony.
The Ambassador noted that a key importance of this Month is that it is a convincing proof of good-neighborly, strong and traditional relations between two countries and people who have been loyal to each other in passing hard trials and going together towards the victory. Also he added that Mongolian youth who are inheriting the friendship from the generations of 50s and 60s shall continue this tradition into (in) the 21st century.
On occasion of the beginning of the 47th Russian-Mongolian Friendship Month, the Ambassador of the Russian Federation to Mongolia, H.E.Mr.B.A.Govorin held a press conference for Mongolian mass media representatives on October 9, 2007. The President of Mongolian-Russian Union of Friendship Societies and Unions, J.Gurragchaa, the representatives of Mongolian-Russian Friendship Societies and officials of the Russian Science and Cultural Center assisted at the press conference. The Ambassador talked about the history of the activities that had taken place and gave more information on the monthly action program. He noted, that among the events that will take place during the Month are awarding ceremony for winners of radio competition, “Russian language in Mongolia”, concerts of ensembles “Rodniki Sibiri” and “Karavai”, Russian Movie Days, scientific conference “Russian language and culture in Mongolian education system”.
The Month will continue from October 11th through November 7th. It is organized by the Embassy of the Russian Federation, the Russian Science and Culture Center, the Mongolian-Russian Friendship Society and the Mongolian Union of Friendship Societies.
The activities of the Friendship Month will take place in Ulaanbaatar, Govi-Sumber, Khentii and Dundgovi aimags.
The Minister of Foreign Affairs of Mongolia, H.E. Mr. N.Enkhbold paid an official visit to the Russian Federation on October 3-5, 2007 in accordance with the invitation of the Minister of Foreign Affairs of the Russian Federation, H.E. Mr. S.V.Lavrov. During the visit, both parties discussed the current situation in two countries as well as a wide range of issues relevant to further development of cooperation. They also shared their opinions on global and regional issues and discussed the preparation of the Mongolian Prime Minister’s official visit to the Russian Federation, visa issues, organization of bilateral economic forum in December. The ministers have agreed on all issues and H.E. Mr.N.Enkhbold and H.E. Mr.S.V.Lavrov signed a plan of cooperation for two ministries for the period of 2008 and 2009.
The head of the Ministry of Foreign Affairs of Mongolia had a meeting with the Minister of Agriculture of the Russian Federation, the Head of the Russian Part of the Mongolian-Russian Intergovernmental Commission on trade-economy and science-technology cooperation, Mr.A.V.Gordeev. At the meeting, they have exchanged their opinions on implementation of trade-economy cooperation development program for two countries until 2010 and activities of inter-governmental commission and joint venture and transit taxes.
The Minister of Foreign Affairs of Mongolia, H.E. Mr. N.Enkhbold had a meeting with the Head of the Presidential Office of the Russian Federation, Mr. S.S.Sobyanin.
The Ambassador of the Russian Federation to Mongolia, H.E.Mr. B.A.Govorin, and the Ambassador of Mongolia to the Russian Federation, H.E.Mr. L.Khangai also took part in the meeting.
Annual charity fair of the “Women Diplomats’ Club” was held in Ulaanbaatar hotel on November 15, 2007. This fair’s aim is to give material help to orphan children, creative children from poor families and mothers who are in charge of family on their own.
The representatives of the Embassies of the Russian Federation, the Republic of Turkey, the Socialist Republic of Vietnam, the Republic of Poland, the People’s Republic of China, the Republic of Czech, the Republic of Korea, Japan and India joined the fair. The Embassy of the Russian Federation gave donation of 555 thousand tugrik to the club fund.
An Irkutsk Muppet theater, “Aistenok” that had a concert tour to Ulaanbaatar showed its performances to the fair.
On September 10, 2007, the Ambassador of the Russian Federation to Mongolia, H.E.Mr.B.A.Govorin met with the newly appointed Ambassador of the People’s Republic of China to Mongolia, H.E.Mr.Yu Hongyao. The ambassadors discussed several issues on current situation of Russia-Mongolia-China relations and further development.
2007-2008 school year opening ceremony took place in the secondary school of the Embassy of the Russian Federation on September 1, 2007.
Farewell ceremony for 46 military officials of the Mongolian Armed Forces who are going to study in military institutes of the Ministry of Defense of the Russian Federation was held in August 24, 2007 at the Ulaanbaatar train station. Mr.B.Erdenebat, and lieutenant general Mr.A.V.Baranov, Military and Air Attache of the Russian Federation attended the ceremony.
The Seventh High Level Summit of the Heads of the Governments of member states of Shanghai Cooperation Organization (ShCO) was held in Bishkek, Kyrgyzstan, on August 16-17, 2007. The President of Mongolia, H.E.Mr.N.Enkhbayar participated as an observer. In his speech, the head of Mongolia has set several initiatives to make joint training on emergency lines, to reform Ulaanbaatar railroad (connecting Russia and China), to built a railroad and highway to link western part of Mongolia with Central Asia region and to establish free trade zone in Bayan-Ulgii province of Mongolia. Besides, he noted that it is very important that member states of the ShCO agreed to form a favorable condition for international auto transport in Mongolia, a landlocked country.
The Head of the President Administration of the Russian Federation, Mr.S.S.Sobyanin paid an official visit to Mongolia on July 19-22 upon invitation of the Head of the President Administration of Mongolia, Mr.T.Bilegt. During the visit, they have signed a new protocol on cooperation between the President Administrations of the Russian Federation and Mongolia. This document is a base for intensifying bilateral relations in all fields that were mentioned in the Moscow Declaration, that was signed in December 2006 during the visit of the President of Mongolia, and the Program of trade-economy cooperation between Russia and Mongolia until 2010.
Mr.S.S.Sobyanin also met with Mr.T.Bilegt and H.E.Mr.N.Enkhbayar, the President of Mongolia. At the meetings, the sides demonstrated their wish to implement powerful potentials of relations between Russia and Mongolia, furthermore, discussed new forms of cooperation.
In order to strengthen brotherhood relations between Irkutsk and Ulaanbaatar, delegates from Irkutsk, headed by Mr.Vladimir Yakubovich, a Mayor of Irkutsk visited Mongolia on July 9-12, 2007 invited by Mr.Ts.Batbayar, a Mayor of the Capital city of Mongolia.
Mayors of brotherhood cities have discussed multisided cooperation issues noting to develop further economic, scientific and humanity relations between Irkutsk and Ulaanbaatar.
Mr.Vladimir Yakubovskii also had a meeting with Mr.J.Narantsatsralt, the Minister of Construction of Mongolia and H.E.Mr.M.Enkhbold, the Prime Minister of Mongolia. Both parties have discussed the issue of training and re-training Mongolian specialists at universities, institutes and technical schools in Irkutsk, and cooperating in construction and tourism sectors. The Mayor of Ulaanbaatar is expected to visit Irkutsk this year and sign an agreement of cooperation.
The regular meeting of the “Ulaanbaatar Railway” Mongolian-Russian Joint-Stock Company Board was held in Ulaanbaatar, on July 6-7, 2007. The Russian Federation delegation was led by Mr.I.V.Romashov, the Head of the Railway Transport Agency of the Russian Federation and the Mongolian part was headed by Mr.Ts.Tsengel, a Minister of Road, Transport and Tourism of Mongolia. The main discussion topics in the meeting agenda were the approval of position references and appointment of several heads of departments.
As agreed by the shareholder’s meeting in Moscow, on July 7, 2007, the Russian side has right to appoint vacancies for first deputy head of railway, general engineer, head of finance and accounting office, lawyer and deputy head of assisting activities, the Mongolian side has right to appoint head of railway, deputy head of transport office, deputy head of operation security office and deputy head of road logistics.
After the discussion Mr.B.Otgondemberel was appointed a head of Ulaanbaatar Railway and F.G.Akhyamov was appointed a first deputy. Recruiting governing staff for railway after eight months will help Ulaanbaatar Railway to work properly. Several nominees shall be appointed by work requirements.
According to the existing rules, Mr.I.V.Romashov was appointed a new head of the Board and Mr.Ch.Ganzorig, Vice Minister of Finance of Mongolia, a deputy head.
At the meeting of the Board it was noted that it is inevitable to reform route and operation staff and road logistics and to electrify the road. In order to achieve the goal, the Russian Railway has produced inter-state program to reform Ulaanbaatar Railway. In the nearest time, the Russian Railway will propose it to the Government of the Russian Federation.
H.E.Mr.B.A.Govorin, the Ambassador of the Russian Federation has made an introductory visit to eastern provinces of Mongolia (Khentii, Dornod, Sukhbaatar, Dornogovi and Govi-Sumber) on June 13-18, 2007. The Ambassador was accompanied by major general Mr.A.Baatartsogt, a Head of the General Office of Border Guard of Mongolia, colonel L.Gunden, an advisor of Foreign Relations Department of the Ministry of Defense of Mongolia and L.Battulga, an advisor to the Department of Neighboring Countries of the Ministry of Foreign Affairs of Mongolia.
The Siberian military quarter delegation, headed by Mr.A.V.Bahin, a vice commander of the quarter, paid a visit in Ulaanbaatar, on June 13-15, 2007. The delegates met with Mr.M.Sonompil, the Minister of Defense of Mongolia and Mr.Ts.Togoo, the chief of the General Staff of Armed Forces of Mongolia.
Both parties have properly discussed the current situation of the Siberian military quarter and Armed Forces of Mongolia, further developments and lists of issues to put into cooperation plan of 2008.
On June 11-14, 2007, the Mongolian Union of Russian Language and Literature Teachers in cooperation with the Russian Science and Culture Center in Ulaanbaatar and the Embassy of the Russian Federation to Mongolia organized a workshop on the topic “Russian Language in Asia; modern situation and trends of its spread” for Russian language teachers of Asia-Pacific regions.
It is certain that this kind of activity leads to incensement of the number of people who are interested in studying Russian, gives a new step for developing Russian studies in Mongolia and strengthens cooperation between people of two countries.
The delegation of the Ministry of Foreign Affairs of the Russian Federation (Mr.S.A.Ryabkov, Director of All Europe Relations and Cooperation Department and Mr.B.B.Oknyanskii, Senior Advisor of the Economy Relations and Cooperation Department) visited Mongolia in June 10-13, 2007 in order to participate in the Conference, which was organized by the European Security and Cooperation Organization.
During the Conference, Mr.N.Enkhbold, Minister of Foreign Affairs of Mongolia received the Russian diplomats and discussed the issues of European Council, NATO and European Security and Cooperation Organization, and cooperation of Mongolia and the Russian Federation at the international arena.
The first meeting of Mongolian-Russian joint working group on military-technique cooperation was held in Ulaanbaatar, on June 6-9, 2007. The working group of the Russian side was led by Mr.V.K.Dzirkaln, lieutenant general, deputy director of Military-technique cooperation office of the Russian Federation.
The delegates were received by Mr.M.Enkhsaikhan, the Deputy Prime Minister of Mongolia and Mr.M.Sonompil, the Minister of Defense of Mongolia. Mr.M.Enkhsaikhan expressed his gratitude to the Russian Federation for donation to Mongolia the modern military equipments at the amount of 2.5 millions US dollars. Furthermore, he emphasized that it is extremely important to implement the program of the development of Mongolian Armed Forces until 2015.
On their meetings, both parties expressed their willingness to promote strategic partnership on military-technique cooperation and to enrich this relation in reality.
The Buriyatian Opera and Ballet Theatre had a concert tour to Mongolia beginning May 26 through June 4 and showed their performances such as “Swan Lake”, “Prince Igor”, “Romeo and Julietta”, “Geser”, “Francesco da Rimini”, and “Karmina and Burmana”.
Mr.A.V.Neradko, a head of Air-Navigation Office of the Russian Federation and Mr.V.M.Okulov, a General Director of “Aeroflot - Russian International Airlines” visited Mongolia on May 25, 2007 to participate in the 50th Anniversary of the Mongolian Civil Air Transport Office.
At their meetings with authorities of the Office and Mr.N.Enkhbayar, the President of Mongolia, they discussed further development of cooperation in air transport sector.
The 60th Anniversary of the Mongolian-Russian Friendship Society was celebrated in Ulaanbaatar on May 21-23, 2007. During the celebration the international scientific conference was held. H.E.Mr.N.Enkhbayar, the President of Mongolia, H.E.Mr.M.Enkhbold, the Prime Minister of Mongolia, H.E.Mr.B.A.Govorin, the Ambassador of the Russian Federation to Mongolia and Mr.V.V.Gorbatko, the Head of the Russian-Mongolian Friendship Society extended their greetings to the public.
The reconstructionof the marshal G.K.Zhukov’s home-museum was launched on May 17, 2007 by initiative of the Embassy of the Russian Federation, with financial assistance of “Bazovii Element” Company. Museum building, that has not been repaired for many years, is to be fully restored and treasuries of museum will be partly renovated with assistance of the General Staff of Armed Forces of the Russian Federation.
Museum building in Ulaanbaatar (built in 1936) and monument of G.K.Zhukov are memorial places, established by resolution of the Government of the Mongolian People’s Republic in order to eternalize Soviet Union Marshal G.K.Zhukov’s memory, who was an admirable general playing an important role in the struggle of Mongolia and Russia against Japanese imperialists. This memorial place was opened in August 18, 1979, on the occasion of the 40th anniversary of Khalkhyn Gol Victory. It is to be restored in dedication to the 110th Birth Anniversary of the Great General and the 70th Anniversary of Khalkhyn Gol Victory, that will be celebrated in 2009.
H.E. Mr.S.M.Mironov, Head of Federal Council of Federal Assembly of the Russian Federation paid an official visit to Mongolia on May 13-17, 2007. He had a meeting with H.E.Mr.N.Enkhbayar, the President of Mongolia, H.E.M.Enkhbold, the Prime Minister of Mongolia and H.E.Mr.Ts.Nyamdorj, the Speaker of the Parliament. At the meetings they discussed the challenging issues in development of bilateral cooperation in various fields and implementation process of political settlement which was negotiated in December, 2006 when the Head of the State of Mongolia visited the Russian Federation.
According to the program of the visit, H.E.Mr.S.M.Mironov visited Dundgovi aimag, where he had worked as a geologist in 1980s.
On May 9, 2007, the staff of the Embassy of the Russian Federation in cooperation with the Ministry of Defense of Mongolia and the General Staff of the Armed Forces of Mongolia, F.Kancir, an Air Attache of France had laid wreath of flowers to the memorial place of Soviet warriors in Zaisan Hill and marshal G.K.Zhukov’s monument.
The Ambassador, Mr.B.A.Govorin on March 20, 2007 met with the members of Association of Russian Citizens who are permanent residents in Mongolia. During the meeting, the privatization issues were discussed. Also they stressed to develop efficiency of cooperation between the Embassy and the Association.
The first Congress of Russian Language Teachers of Mongolia was held in March 15, 2007, with participation of over 160 delegates coming from all aimags of Mongolia. At the Congress, H.E.Mr.B.A.Govorin, the Ambassador of the Russian Federation, Ts.Elbegdorj, the Chairman of Democratic Party of Mongolia, A.Tsanjid, the Member of the Parliament, Ts.Tsolmon, the Vice Minister of Foreign Affairs of Mongolia, S.Tumur-Ochir, the Deputy Minister of Education, Science and Culture of Mongolia, D.Tsahilgaan, the President of Mongolian Peace and Friendship Association and other officials took part in the opening ceremony.
On the occasion to the Motherland Defender’s Day, wreath of flowers were laid to memorial place in Zaisan Hill and marshal G.K.Zhukov’s monument on February 23, 2007. In this event, H.E.Mr.B.A.Govorin, the Ambassador, and Mr.B.Erdene-Bat, the Vice Minister of Defense of Mongolia, senior officers of the General Staff of Armed Forces and the General Office of Border Guard of Mongolia took part in the ceremony.
At the same day, an official reception was held at the Embassy of the Russian Federation. Mr.B.Erdene-Bat noted the importance of technical assistance to Mongolia that was provided by Russia during many years cooperation of two countries.
During the reception pupils of the Embassy’s secondary school sang patriotic songs.
H.E.Mr. B.A.Govorin accompanied Mr. D.Terbishdagva, the Minister of Agriculture and Food of Mongolia in his trip to Saikhan, Bayangol and Altanbulag soums of Selenge aimag on February 10, 2007. Mr. D.Terbishdagva gave an award to “Urgatsin Undraa” Company N.Huderchuluun and L.Bazarragchaa who showed high work performances in 2006. The Ambassador presented his congratulations and gifts to the nominees as well.
The presentation of the first publication of monthly magazine “Northern neighbor” that is published by “The Russian fund” that was established by the Mongolian activists at the end of the last year, was presented in the Ministry of Foreign Affairs of Mongolia, on February 8 of 2007. This magazine includes various information about the Russian Federation such as politics, economics, culture, history and customs.
On January 16, 2007 H.E.Mr. B.A.Govorin received Mr. V.I.Vidyapin, the Rector of G.V.Plekhanov’s Academy and Mrs. T.D.Rumyantseva, a General Director of Charity Fund “Volinoe Slovo”, which supports culture, science, education and health programs. At the meeting, they discussed the activities of the Academy in Ulaanbaatar and an idea of establishing a college for talented children.
On January 11-12, 2007, H.E. Mr. B.A.Govorin visited the General Consulate of the Russian Federation in Erdenet and Darkhan and met with the staff. During the meeting, the Ambassador informed the staff about outcomes of Mongolian-Russian cooperation in 2006 and determined basic functions of activities which would be done in 2007.
Besides that, H.E.Mr. B.A.Govorin met Mr. G.Sharkhuu, a Governor of Orkhon aimag, Mr. Kh.Narankhuu, a General Director of “Erdenet” Mining Corporation and Mr. L.Gunchin, a Chairman of the Citizens’ Representative Khural of Darkhan-Uul aimag.
